Esto te pasa solo con ese servidor o no puedes bajar
nada de cualquier servidor ftp?

Si no puedes bajar nada de cualquier servidor ftp, si
tienes mal configurado tu squid. Si solo es con este
servidor posiblemente no tenga acceso anonimo, por eso
no te puedas conectar y bajar el archivo.
