That *is* the location of the radius server code. Cistron Radius
is a radius *server*.

ftp.cistron.nl is an anonymous server. If your FTP client asks
for a password when accessing ftp.cistron.nl, it is likely that
it's not ftp.cistron.nl that requires a password, but your site-local
firewall or proxy server. Talk to your systems administrator to
solve that issue.
